CEO Anderson builds expertise with inside and outside talent
BlueCross BlueShield of Western New York President and CEO David W. Anderson today announced completion of his executive leadership team with the appointment of SVP, Chief Medical Officer (CMO) Thomas E. Schenk, M.D., and SVP, Chief Sales Officer (CSO) Dave Busch.
Anderson’s leadership team includes a mix of appointments from within the company and from recruiting new talent to key posts from outside organizations and other markets.
“When I joined the company nearly a year ago, I assessed the landscape and foundational needs for BlueCross BlueShield’s future success,” Anderson said. “I’m especially pleased with the superior mix of legacy and new executives in key positions to help me lead the company and continue to make it the strongest, most innovative and preferred health insurer in our community.”
Schenk, a graduate of Cornell University and the University at Buffalo School of Medicine and Biomedical Sciences, joins the company from Delaware Pediatric Associates. He joined Delaware Pediatric Associates in 2001, serving most recently as managing partner. He is a founding member of the Optimum Physician Alliance (OPA) and has served on the organization’s Physician Leadership Board for more than two years. Dr. Schenk completed his internship and residency at Women & Children’s Hospital of Buffalo. A Buffalo native, Dr. Schenk is medical director for two Buffalo charter schools and secretary of the Buffalo Pediatric Society. He resides in Buffalo with his wife Susanna and two children.
“I am at heart a pediatrician and have thoroughly enjoyed my work with children and families, as well as the brilliant staff, and doctors at Delaware Pediatrics, but opportunities like this are rarely presented. This is a true evolution for me and my role in healthcare” Dr. Schenk said. “After meeting with Dave Anderson and hearing his vision for the company, I saw a great opportunity to make a positive contribution to health care and its delivery in the markets we serve. I look forward to working with the doctors in our market, bringing my knowledge and experiences to ensure all of our collaborations are mutually beneficial for the members whose health care we manage.”
Dr. Schenk will provide strategic and operational oversight for BlueCross BlueShield’s medical staff and health improvement programs. He will also develop BlueCross BluShield’s clinical strategy, medical management infrastructure, and all medical affairs requirements, with the ultimate goal of ensuring excellence linked to practical outcomes and sound business results.
Dr. Schenk’s additional responsibilities include quality management, oversight of the health care needs of the membership, assistance in short- and long-term program planning, direction in overall care management effectiveness, and collaboration with other health plan functions to improve operations and member/provider satisfaction.
Dave Busch joins BlueCross BlueShield from ValueOptions Inc. of Virginia Beach, VA, where he was senior vice president and president, employer and health plan divisions. A UCLA graduate, he worked from 2005-11 at Premera Blue Cross, based in Mountlake Terrace, Washington, as their director of national accounts. He also worked in sales at Great-West Healthcare and CIGNA Healthcare. Busch, his wife Michelle and two children will relocate to Western New York from Virginia Beach.

Busch will be responsible for overseeing all top-line growth associated with BlueCross BlueShield’s diverse portfolio. The company is committed to further modifying product designs to enhance medical collaboration, as well as to be competitive in the increasingly consumer-led health insurance marketplace.
In addition to overseeing all top-line growth, Busch will participate as a key member of BlueCross BlueShield’s executive leadership team; contribute to the company’s future growth strategy by enhancing the competitive edge and overall reputation; work closely with the CMO, Dr. Schenk, and chief network officer, Ron Mornelli, to achieve successful execution and performance of the integrated health management strategy; and identify expansion opportunities.
Other BlueCross BlueShield executives include Steve Swift, executive vice president, CFO; Gretchen Fierle, senior vice president, marketing and communications; Christopher Leardini, senior vice president, operations; Kenneth Sodaro, senior vice president, general counsel and corporate secretary; and Ronald Mornelli, senior vice president, chief network officer. Dr. Schenk and Mr. Busch join Ron Mornelli and Dave Anderson as the most recent executive appointments from outside BlueCross BlueShield.
